All motor vehicles must be registered with the government Land Transportation Office in order to be driven on public roads in Thailand. And, they must have Compulsory (Por Ror Bor) Insurance.
But...some people don't register their vehicle because it will cost them too much to do so. Imported motorbikes that have never been registered in Thailand, for example, are very costly to get registered. So their owners would often rather take their chances with the police than pay the registration fee. This makes it difficult for them to obtain motor vehicle liability insurance. Most insurance companies don't want to insure unregistered vehicles.
Por Ror Bor Insurance is intended to protect innocent third-party victims of motor vehicle accidents, so the government allows it to sold to owners of unregistered vehicles.
